Some processors do more work at a given speed than others. For example, a Pentium 4 at 3 GHz probably isn't as fast as a Core 2 Duo at 2 GHz. Processor speeds are not a hard and fast rule. Now, if you have a Pentium 4 at say 2 GHz, and the box says you need a Pentium 4 at 3 GHz then yes, you will probably have problems. But that's pretty much the only time you can make a direct comparison like that.
In general, any Core 2 Duo faster then 1.8 GHz or Athlon 64 in the mid 2 GHz range is fine. I personally play games on a 1.83 GHz Core 2 Duo with 2 GB of RAM and GeForce 7900GS. This is not an exotic or expensive system these days and I run most games on mid-to-high quality.
Frankly, any semi-modern processor will do. Most games are far more dependent on your video card so I would be much more worried about meeting that requirement than anything else.Computer Games?

Minimum specs are there to show you the what kind of basic computer you would need to run it, recommended specs are there to show you what system you would need to run it so that it will run smooth and look great.
